Wheelchair bikes and passenger tandems for care homes, hospitals and day centres

A facility that organises outings can take someone who does not pedal, or no longer does, out by bike: they sit at the front, on a seat or in their own wheelchair, while a rider behind pedals and steers. This page presents the three bikes we are studying for this purpose: the Van Raam VeloPlus wheelchair bike, the Van Raam OPair and the Hase Pino E tandem. It also sets out the texts that apply to riding them on the road, what the facility has to organise and what funding exists for them. Points that no text settles are flagged as such. Page current as at 10 October 2026.

The essentials of this page

The choice of bike starts from one question: can the person leave their wheelchair? If not, the Van Raam VeloPlus wheelchair transport bike carries their manual wheelchair on a platform at the front; it is 110 cm wide. If so, the Van Raam OPair seats them on an adjustable seat with lateral support; at 76 cm wide, it fits through a standard door according to Van Raam. The Hase Pino E tandem seats them on a low seat at the front.

Where they comply with point 6.11 of article R. 311-1 of the code de la route (the French Highway Code), these two- and three-wheeled bikes remain cycles: no licence and no registration, no compulsory insurance according to the French authorities, but the facility's liability cover needs checking. The passenger travels on a seat fixed to the bike (article R. 431-5); whether a wheelchair locked onto a platform counts as a fixed seat is not settled by any text we have found. A helmet is compulsory only under the age of twelve, for the rider and the passenger alike.

As at 10 October 2026, we have found no open public grant that funds these bikes for a facility: the grants for adapted bikes are individual, and equipment is excluded from the 2026 investment aid calls for facilities for older people and for people with disabilities. VAT is probably at the standard rate. A public body that buys, hires or takes the bikes on crédit-bail (the French finance lease with a purchase option) awards a supply contract, which it may conclude without advertising or competition below 60,000 euros excluding VAT.

Which facilities these bikes suit: care homes (EHPAD), hospitals, day centres, residential homes, associations, local authorities

These bikes are meant for the facilities and services that support older people or people with disabilities and that organise outings: care homes for dependent older people (EHPAD, établissements d'hébergement pour personnes âgées dépendantes), independent-living residences (résidences autonomie), specialist care homes (maisons d'accueil spécialisées), residential homes with nursing care (foyers d'accueil médicalisés), medico-educational institutes (instituts médico-éducatifs), day centres, hospital departments and medical and rehabilitation care units (services de soins médicaux et de réadaptation), associations, local authorities and municipal social action centres (centres communaux d'action sociale, CCAS). The person being taken out does not pedal; on the Hase Pino E tandem, they can pedal if they wish. The rider pedals and steers, helped by the electric motor where the bike has one.

To give an order of magnitude, the DREES (the statistics and research directorate of the French health and social affairs ministries) reports that in France, at the end of 2023, 697,000 people attended or lived in a residential facility for older people, and that 85% of residents were experiencing loss of autonomy. The Ville de Paris (the City of Paris) lists 79 EHPAD, 15 of them public, with more than 7,801 places.

On all three bikes presented here, the passenger travels at the front. They see the road ahead, not the rider's back. The rider, sitting behind, keeps the passenger in view for the whole journey and can talk to them, keep an eye on their posture and stop whenever necessary. That is the difference from an ordinary tandem, where the passenger sits behind, and from a trailer, where they are out of sight.

Who rides?

An employee of the facility, a volunteer or a relative. No licence is required as long as the bike remains a cycle within the meaning of the code de la route, as the section on the rules sets out in detail. Riding a bike 1.84 to 2.53 m long, carrying a passenger, does however call for some familiarisation, described below.

Three adapted bikes for taking out a person with reduced mobility

Everything depends first on the person's ability to move from their wheelchair to a seat, alone or with help. If they have to stay in their wheelchair, only one bike takes them out: the Van Raam VeloPlus, a wheelchair transport bike in the strict sense. If they can leave it, two bikes seat them in a front seat: the Van Raam OPair, with an adjustable seat and lateral support, and the Hase Pino E tandem, with a low seat.

Van Raam VeloPlus: the wheelchair transport bike

The Van Raam VeloPlus, from the Dutch manufacturer Van Raam, is a three-wheeled bike that carries a manual wheelchair on a tilting platform at the front. The wheelchair is wheeled onto it without the person having to be lifted, then locked in place and held by three straps; the passenger wears a seat belt, and a parking brake keeps the bike still during boarding. Van Raam states that the platform takes almost any manual wheelchair up to 72 cm wide.

The passenger can weigh up to 140 kg including the wheelchair, or 200 kg with the reinforced front end, and the rider up to 110 kg. The bike is 253 cm long and 110 cm wide. Electric assistance from Van Raam (Silent System) appears as an option in its price list; with it, Van Raam states 20 km/h in the standard setting, a reverse function that eases manoeuvres and an average range of 59 km with the standard battery.

Van Raam OPair: the front passenger seat

The Van Raam OPair, also three-wheeled, seats the passenger in a front seat adjustable for depth, backrest angle and lateral support. It suits people who can leave their wheelchair but need to be supported. The rider, behind, can see the road and the passenger. Van Raam specifies that the seat is generally set for one particular person who is transported regularly.

The front part serves as a wheelchair only with the “divisible frame” option: it then detaches from the bike and can be used at your destination. Passenger and rider can each weigh up to 120 kg. The Van Raam OPair is 214 cm long and 76 cm wide; Van Raam states that it fits through a standard door, which should be checked by measuring the clear opening of your own doors. Electric assistance is also an option; with it, Van Raam states 20 km/h in the standard setting, a reverse function and an average range of 57 km with the standard battery.

Hase Pino E: the passenger tandem for people with reduced mobility

The Hase Pino E is a tandem from the German manufacturer Hase Bikes. The passenger sits at the front, on a low seat; the rider, behind, steers. Thanks to the freewheel, the passenger can pedal if they wish or simply be carried along. Assistance comes from an 85 Nm Shimano EP6 Cargo motor and a 630 Wh battery.

The maximum load is 225 kg, including 120 kg on the front seat, for a passenger from 100 to 200 cm tall. The bike weighs 33 kg and a telescopic frame lets its length vary from 184 to 245 cm. Hase publishes neither speed nor range, so we show none.

The Pino E assumes that the person leaves their wheelchair for the front seat. Hase does not put it in those terms, but the bike has neither a platform nor a wheelchair fixing: the transfer, alone or with help, is the first thing to assess.

The transfer often settles the choice of model faster than the spec sheet: a person who cannot leave their wheelchair can only use the Van Raam VeloPlus. Postural support comes next: someone with poor sitting balance will find on the Van Raam OPair an adjustable seat and lateral supports that the Hase Pino E does not have. Then there is the building: the Van Raam OPair, 76 cm wide, fits through a standard door according to Van Raam, whereas the Van Raam VeloPlus is 110 cm wide; measure the width of doors, lifts and the room where the bike will be kept before choosing.

The configuration and the support accessories are specified in the personalised study.

Wheelchair bike, wheelchair attachment, handbike: three different things

The same words are used for devices that meet different needs. The government website Mon Parcours Handicap and the Ville de Paris, in the list of adapted bikes it supports, distinguish them as follows.

The wheelchair bike, or wheelchair transport bike, takes the person seated in their own wheelchair, placed on a platform at the front, while a companion pedals and steers behind. The Van Raam VeloPlus is one such bike. The Ville de Paris lists this type of bike among “les vélos permettant de transporter une autre personne en fauteuil roulant” (the bikes that carry another person in a wheelchair).

The wheelchair attachment, or vélo pousseur, is “appelé aussi tandem adapté” (also called an adapted tandem) and “s'accroche à l'arrière de la plupart des fauteuils roulants” (attaches to the back of most wheelchairs), according to Mon Parcours Handicap: the companion pedals behind the person's everyday wheelchair, which remains their seat.

The handbike lets the person pedal with their hands, with or without electric assistance, and the Ville de Paris also supports the purchase of “dispositifs de 3e roue handbike” (third-wheel handbike attachments) that fix to the front of a wheelchair. The person then propels themselves: it is a personal device.

This page deals with bikes on which the person is a passenger: the wheelchair bike and the bikes with a front passenger seat. The wheelchair attachment and the handbike fall primarily under the individual grants described in the section on funding.

The rules that apply

We have found no text written for these bikes in particular. The general rules for cycles apply, and they leave a few questions unanswered, which we flag rather than settle.

A three-wheeled bike is still a cycle

The code de la route defines the cycle as a “véhicule ayant au moins deux roues” (a vehicle with at least two wheels) propelled by the muscular energy of the people on it (point 6.10 of article R. 311-1): the Van Raam VeloPlus and Van Raam OPair tricycles are cycles, as is the Hase Pino E tandem. With an electric motor, the bike becomes a cycle à pédalage assisté (pedal-assist cycle) if it meets point 6.11: a motor with a maximum continuous rated power of 0.25 kilowatt, whose assistance is progressively reduced and cut off at 25 km/h, or sooner if the cyclist stops pedalling. The motor's torque is not taken into account. These bikes are excluded from Regulation (EU) No 168/2013 on the approval of two- or three-wheel vehicles (article 2, paragraph 2, point h): they are not “type-approved”, and a ministerial reply published in the Journal officiel (the French official gazette) of 20 May 2025 points out that they are not subject to any approval. There is therefore no registration and no licence. Compliance with point 6.11 is checked on the declaration of conformity of each model. Van Raam also offers its assistance with a thumb throttle: have it confirmed in writing that this version does not propel the bike without pedalling beyond the start-up aid, failing which it would no longer be a cycle within the meaning of point 6.11.

We have found no text that makes the bike lose its status as a cycle because it carries a passenger, and article R. 431-5 expressly provides for the carriage of passengers on cycles. We have found, on the other hand, no text on motorised reverse or on the start-up aid without pedalling that the Van Raam models offer: point 6.11 says nothing about them.

The passenger travels on a seat fixed to the bike

Article R. 431-5 of the code de la route allows a passenger to be carried on a cycle only “sur un siège fixé au véhicule, différent de celui du conducteur” (on a seat fixed to the vehicle, separate from the driver's). The text sets neither age nor weight: an adult sitting on the front seat of the Hase Pino E or the Van Raam OPair meets that condition. On the Pino, a two-wheeled vehicle, article R. 431-11 also requires, for a child under five, a seat designed for the purpose and fitted with a restraint system.

For the Van Raam VeloPlus, no text deals with a passenger who stays in their wheelchair on a platform. Whether a locked and strapped wheelchair counts as a “siège fixé au véhicule” (seat fixed to the vehicle) within the meaning of article R. 431-5 is not settled by any text or decision that we have found.

Helmet, vest and bike equipment

A helmet is compulsory only for a rider or passenger under twelve (article R. 431-1-3), including, on a reading of the text, a child carried in their wheelchair; an adult carrying a passenger under twelve must make sure they wear one. Rider and passenger alike have to wear a high-visibility vest only outside built-up areas (hors agglomération), and then only at night or by day in poor visibility (article R. 431-1-1). The bike itself carries a front light and a rear light at night or by day in poor visibility and, at all times, reflectors, a warning device audible at 50 metres and two effective brakes (articles R. 313-4, R. 313-5, R. 313-18 to R. 313-20, R. 313-33 and R. 315-3).

Where to ride in Paris

Cycle lanes and cycle tracks are reserved for “cycles à deux ou trois roues” (two- or three-wheeled cycles) (article R. 110-2): a tricycle has its place there. Using them is compulsory only where the traffic authority has so decided (article R. 431-9), which sign B22a indicates (interministerial instruction on road signage, 4th part, article 66). Cycles with more than two wheels must never ride abreast (article R. 431-6), which matters for an outing with several bikes. Pedestrian areas are open to them at walking pace, unless the traffic authority decides otherwise. Riding on the pavement is prohibited, as vehicles must use the carriageway (article R. 412-7), but a person pushing a bike is treated as a pedestrian (article R. 412-34). We have found no maximum width specific to cycles: article R. 312-10 does not mention them, and the 110 cm of the Van Raam VeloPlus remain below both the 2 m that it sets for “les tricycles” (tricycles) and the 2.55 m that it sets for other vehicles.

Insurance and liability

According to the service-public.gouv.fr factsheet on insurance for cycling and the ministerial reply of 20 May 2025, an electric-assist bike complying with point 6.11 is a cycle and is not subject to compulsory insurance; the Court of Justice of the European Union reached the same conclusion on the EU concept of vehicle (12 October 2023, case C-286/22). Civil liability remains to be checked: the facility is liable for damage caused by its employee rider in the course of their duties (article 1242 of the code civil, the French Civil Code, for a private-law facility; for a public body or a local authority, the law of 31 December 1957 makes the body or authority liable towards third parties in place of its employee for damage caused by “un véhicule quelconque” (any vehicle whatsoever), a notion that no decision we have found applies to a bike), and an employee who keeps within the limits of the task assigned to them does not incur personal liability towards third parties (Cour de cassation, France's court of final appeal, sitting as a full court, or assemblée plénière, 25 February 2000). Have your insurer confirm that the facility's policy covers these outings, the rider and the passenger.

The law of 5 July 1985 on road accidents refers to land motor vehicles (véhicules terrestres à moteur), and we have found no decision saying whether an electric-assist bike is one. If a car is involved, however, the bike's passenger is a victim who is not a driver: article 3 of the law then compensates “dans tous les cas” (in all cases) a victim under sixteen or over seventy, or who holds a document recognising a rate of permanent incapacity or invalidity of at least 80%.

The employee rider

An accident to the employee who rides during the outing is an accident du travail (work accident) within the meaning of article L. 411-1 of the code de la sécurité sociale (the French Social Security Code). For a civil servant, article L. 822-18 of the code général de la fonction publique (the French general civil service code) presumes to be attributable to the service (imputable au service) any accident that occurs in the time and place of service. For a volunteer rider or a relative, these schemes do not apply automatically: ask your insurer how they are covered for harm to themselves and for harm they may cause.

The rights of the person being supported

In a social or medico-social facility or service, article L. 311-3 of the code de l'action sociale et des familles (the French Social Action and Families Code) guarantees anyone cared for there the right to come and go freely, and support that respects their informed consent, which must always be sought when they are able to express their wishes; failing that, consent is sought from their legal representative if they are a minor or, for an adult under a legal protection measure with representation relating to the person, from the person exercising that measure, who takes the protected person's views into account. The charte des droits et libertés de la personne accueillie (charter of the rights and freedoms of people in care) encourages contact with the outside world. We have found no text specific to bike outings, and we have not examined the framework for hospital departments, which come under other texts.

Rider, passenger, safety: what the facility organises

Assess the person first

The choice of model and support accessories is for the team that knows the person: their wish to go out, their ability to move from their wheelchair to a seat, their trunk and head control, and their tolerance of jolts, cold and duration. Where the facility employs an occupational therapist (ergothérapeute), we recommend entrusting the assessment to them, then making a first trial while stationary, with the bike immobilised, before any journey.

Train the riders

No licence is required, but a machine 1.84 to 2.53 m long, carrying a passenger, does not handle like a town bike: wider turns, earlier braking, hill starts, getting the passenger on and off once the bike is immobilised. A familiarisation session with a colleague as the passenger, in an enclosed place, should come before any outing on the public highway. Van Raam prohibits riding the Van Raam VeloPlus without a passenger and advises against it with the Van Raam OPair, because the bike becomes unstable. When the rider is an employee, the bike is work equipment for them: the INRS (the French national research and safety institute for the prevention of occupational accidents and diseases) points out that the employer determines whether the bike is a suitable and safe means of travel, analyses cyclists' training needs, ensures the equipment is properly maintained and provides the necessary visibility and protective equipment.

Record the activity in the document unique

For the employer, riding is an occupational risk like any other. Article L. 4121-3 of the code du travail (the French Labour Code) requires it to assess the risk, including in the choice of work equipment and in the organisation of work, and article L. 4121-3-1 requires it to record the result in the document unique d'évaluation des risques professionnels (the single occupational risk assessment document).

Write an outing protocol

The protocol sets out who decides on an outing, with the agreement of the person, sought first, or failing that, of their representative, for how long and on which route; who checks, before setting off, the battery charge, the brakes, the lights and, on the Van Raam VeloPlus, the wheelchair lock and the straps; and how the rider contacts the facility in the event of an incident. Written down once, these rules avoid improvisation on the day one rider replaces another.

Store and recharge

The storage room must be long enough and wide enough for the machine, and the doors leading to it must let it through: this is where, before any order, you check that a Van Raam VeloPlus 110 cm wide can get in and out. For charging, the INRS expressly cites electric bikes among the equipment whose lithium-ion battery falls between 100 Wh and 1 kWh, such as the 630 Wh battery of the Hase Pino E, and recommends a dedicated charging room or cabinet, fire-resistant, ventilated and fitted with a monitoring or detection system, on dedicated circuits with an emergency cut-off device.

Funding wheelchair bikes and passenger tandems: grants, VAT, purchase or crédit-bail

First, what we found: as at 10 October 2026, the date of this page, we have found no public grant currently open that funds the purchase of these bikes by a facility. The public grants that mention adapted bikes are reserved for individuals, and the medico-social sector schemes whose rules we were able to read exclude equipment or are closed for 2026.

Grants for adapted bikes are individual

The Ville de Paris supports the purchase of a bike adapted to people with reduced mobility, including a tandem or a bike that carries a person in a wheelchair, at 50% of the price excluding VAT, up to 1,500 euros; but the grant is reserved for a person buying the bike for their personal use. The Île-de-France Mobilités grant for adapted bikes, capped at 1,200 euros, expressly excludes legal entities (personnes morales). The prestation de compensation du handicap (disability compensation benefit) and the fonds départemental de compensation (departmental compensation fund) also help individuals, and the Agefiph (the French association that manages the fund for the professional integration of disabled people) funds only needs linked to employment. None of these grants funds a facility's fleet.

The Paris business grant targets cargo bikes and cargo tricycles

The Ville de Paris also helps businesses buy a new cargo bike or cargo tricycle (triporteur), which it defines as a “cycle à 2 ou 3 roues équipé d'un plateau ou d'une caisse à l'avant ou à l'arrière” (a two- or three-wheeled cycle fitted with a platform or box at the front or rear): 50% of the price excluding VAT, up to 1,200 euros. Beneficiaries are limited to businesses with fewer than fifty employees registered in Paris, sole traders (entrepreneurs individuels) and members of the liberal professions domiciled in Paris, and charities recognised as serving the public interest (reconnues d'utilité publique) that have premises in Paris and whose purpose is to help people in difficulty; public bodies, municipal social action centres and hospitals are not among them. The grant presupposes a purchase: hire, long-term hire, location avec option d'achat (hire with a purchase option) and crédit-bail are excluded. The Van Raam VeloPlus, with its front platform, may fall within the definition; the Hase Pino E and the Van Raam OPair, which have a seat rather than a platform, are not clearly covered by it. Only the City can say, and it has to be asked before the purchase.

The Région: two schemes to ask about

Of the regional schemes open to facilities, none of those we have read mentions the bike. Two schemes of the Région Île-de-France (the Île-de-France regional authority) are nevertheless worth raising with its departments. The grant for innovative organisations in the fields of disability and dependency funds the acquisition of “véhicules de service ou adaptés au transport des personnes à mobilité réduite” (service vehicles or vehicles adapted to transporting people with reduced mobility), at no more than 50% of the cost and up to 10,000 euros per vehicle; it is open to medico-social facilities and services, local authorities, public bodies, associations and foundations, for a vehicle that benefits exclusively people with disabilities. The support for the acquisition of para-sport equipment is open in particular to legal entities governed by public law, such as local authorities, and to medico-social facilities and services that have included sport in their projet d'établissement (facility development plan); since a leisure ride is not a sporting activity, this is a long shot.

The medico-social sector: nothing open for equipment in 2026, in what we were able to read

The instruction of 9 July 2026 on the investment aid plan for facilities and services for older people excludes “les équipements matériels et mobiliers” (equipment and furniture), and the call from the Agence régionale de santé d'Île-de-France (ARS, the regional health agency) for facilities for older people, which is dedicated to building projects, has been closed since 15 May 2026. In the older people's sector, requests for the agency's non-recurring funds (crédits non reconductibles) for 2026 had to be filed by 28 August at the latest. The agency's 2026 call for facilities for people with disabilities also excludes “les équipements matériels et mobiliers” from eligible expenditure, and it has been closed since 22 April 2026. In Paris, the commission des financeurs de la prévention de la perte d'autonomie (the funders' committee for preventing loss of autonomy) can support a collective prevention action led by a third party in partnership with facilities, but it funds neither investment nor a project presented directly by an EHPAD, and its 2026 call for projects closed on 9 January 2026.

Foundations

The only foundation for which we found a programme expressly citing adapted bikes is the Fondation des Hôpitaux. Its call for projects “Améliorer le quotidien des personnes âgées” (improving the daily lives of older people), reserved for public or not-for-profit private EHPAD, long-term care units (unités de soins de longue durée) and geriatric departments, cited adapted bikes in 2024 under the heading of leisure mobility, and its 2026 application page still shows a ceiling of 5,000 euros for bikes. Yet the specification for the 2026 call no longer mentions them: its three strands are third places (tiers-lieux), activities and minibuses shared between facilities, with co-funding of at least 50%. This edition closed on 24 September 2026, and no 2027 edition has been announced to date.

VAT: the standard rate, except perhaps for the wheelchair fixing

None of the three bikes appears on the list of equipment for disabled people that qualifies for the reduced rate of 5.5% (article 278-0 bis, A, 2°, c of the code général des impôts, the French general tax code, and article 30-0 B of its annex IV). For getting around, this list covers wheelchairs and mobility scooters that do not exceed 10 km/h; its heading for the practice of a sporting activity refers to “appareils et équipements de mobilité adaptés (luges, skis, bateaux de paravoile…)” (adapted mobility devices and equipment: sledges, skis, adaptive sailing boats…) without naming the bike, and the tax authorities state that the list does not extend to similar goods that do not appear on it (BOI-TVA-LIQ-30-10-50, paragraph 150). The standard rate is therefore the most likely. Only the device that locks the wheelchair onto the Van Raam VeloPlus could come under the reduced rate if invoiced separately, by analogy with a ruling that allows it for systems fixing a wheelchair to an electric scooter (BOI-RES-TVA-000074): the question is not settled and is to be put to the tax authorities through a request for a rescrit (a binding advance ruling). We have found no entry for these bikes on the list of products and services reimbursable by the Assurance maladie (the French national health insurance), whose category of modular cycles describes cycles that the user propels and steers themselves. Lastly, the legislative VAT provisions pass from the code général des impôts to the code des impositions sur les biens et services (the code of taxes on goods and services) on 1 January 2027. Article 278-0 bis is repealed on that date, but points a to g of its A, 2°, including point c cited here, remain applicable until they are re-enacted by regulatory measures (article 15 of ordonnance n° 2025-1247 of 17 December 2025, a French government ordinance made under parliamentary authorisation); article 30-0 B of annex IV also remains applicable as it stands.

A public body awards a contract

A public body (établissement public), whether a public EHPAD or a hospital, that buys, hires or takes bikes on crédit-bail awards a public supply contract (marché public de fournitures, article L. 1111-3 of the code de la commande publique, the French Public Procurement Code). Since 1 April 2026, it may conclude one without advertising or competition below 60,000 euros excluding VAT (article R. 2122-8), taking care not to contract systematically with the same operator; above that, it follows an adapted procedure (procédure adaptée) up to the European threshold, set for 2026 and 2027 at 216,000 euros excluding VAT for contracting authorities other than central government authorities, a category to which public EHPAD and hospitals probably belong. An association may be subject to the same rules, for example if it was established for the specific purpose of meeting needs in the general interest, not having an industrial or commercial character, and its activity is mainly financed by a contracting authority (article L. 1211-1, 2°): this is to be checked case by case. A buyer that uses a central purchasing body is deemed to have met its advertising and competition obligations solely for the award and performance operations it has entrusted to that body (article L. 2113-4).

Buying, or taking on crédit-bail

For a private-law facility, association or company, crédit-bail is an alternative to purchase: a société de crédit-bail (finance-lease company) acquires the bikes and leases them to the facility, giving it the option to buy them for an agreed price that takes account of the lease payments made (article L. 313-7 of the code monétaire et financier, the French Monetary and Financial Code). This choice rules out the Paris grant for businesses, which is reserved for purchase, and probably the two regional schemes, whose funding rules subsidise the acquisition of the vehicle or equipment, not its hire. It is for the société de crédit-bail alone to agree to finance this equipment and to set its terms.

The role of Wander Fleet, and what it rules out

Wander Fleet studies usage and equipment with the facility: the model or models suited to the people supported, their configuration and their support accessories. When the facility is considering a crédit-bail, Wander Fleet can point it to sociétés de crédit-bail that may finance this equipment or, at its request, pass its contact details to one of them.

This activity is carried out in the capacity of indicateur (mere introducer) within the meaning of point 2° of article R. 519-2 of the code monétaire et financier, that is, a person whose role is confined to pointing out a credit institution or a financing company to interested parties, without handing over any documents other than advertising documents supplied by such an institution or company, or to passing their contact details on to it. Wander SAS, which operates Wander Fleet, is not registered with ORIAS (the French register of insurance, banking and finance intermediaries) and does not carry on the activity of intermédiaire en opérations de banque et en services de paiement (banking and payment services intermediary under French law). That point 2° is reworded with effect from 20 November 2026 by décret n° 2026-105 of 19 February 2026: the indicateur may then display, distribute or hand over, regarding financing, only information or advertising documents supplied or approved in advance by the financial institution.

Several prohibitions follow, and we apply them to ourselves. Wander does not finance, does not negotiate, does not distribute credit and sends no lease payment costing to any given client. The binding costing, the term, the guarantees required and the acceptance of the file are matters for the établissement financier (the financing institution) alone, a société de crédit-bail separate from Wander. No financing contract has been signed to date: we therefore claim no partnership, and we have not checked that any société de crédit-bail finances this particular equipment.

Frequently asked questions

Frequently asked questions

Do these bikes need a licence, registration or insurance?

Neither a licence nor registration, as long as the bike meets point 6.11 of article R. 311-1 of the code de la route: a motor with a maximum continuous rated power of 0.25 kilowatt and assistance cut off at 25 km/h, or as soon as the rider stops pedalling. According to service-public.gouv.fr and a ministerial reply of 20 May 2025, such a bike is not subject to compulsory insurance. The facility is, however, liable for damage caused by its employee rider in the course of their duties: have your insurer confirm that these outings are covered.

Can the person stay in their wheelchair?

Yes, with the Van Raam VeloPlus, which carries a manual wheelchair on a tilting platform at the front. Van Raam states that almost any manual wheelchair up to 72 cm wide fits, for a passenger weighing no more than 140 kg including the wheelchair, or 200 kg in the reinforced version. Van Raam's user manual calls for particular care with an electric wheelchair, whose centre of gravity may not be positioned correctly: have this validated by the manufacturer for each wheelchair. We have found no text or decision saying whether a locked and strapped wheelchair counts as the “siège fixé au véhicule” (seat fixed to the vehicle) that article R. 431-5 of the code de la route requires.

Does the passenger have to wear a helmet?

A helmet is compulsory only for a rider or passenger under twelve (article R. 431-1-3 of the code de la route); it is not required of an adult. The high-visibility vest is required of rider and passenger alike only outside built-up areas, and then only at night or by day in poor visibility (article R. 431-1-1).

Who can ride?

An employee, a volunteer or a relative: no licence is required. A machine 1.84 to 2.53 m long carrying a passenger does however call for familiarisation, in an enclosed place, before the first outing. When the rider is an employee, an accident to them during the outing is an accident du travail within the meaning of article L. 411-1 of the code de la sécurité sociale, and the employer assesses this risk in the document unique. For a volunteer rider or a relative, this scheme does not apply automatically: ask your insurer how they are covered for harm to themselves and for harm they may cause.

What range and what speed?

Van Raam states an average range of 59 km for the Van Raam VeloPlus and 57 km for the Van Raam OPair with the standard battery, and assistance set at 20 km/h as standard. Hase publishes neither speed nor range for the Hase Pino E, which has a Shimano EP6 Cargo motor and a 630 Wh battery. In every case, as on any pedal-assist cycle within the meaning of the code de la route, the assistance is cut off at 25 km/h at most.

Can a public grant fund these bikes for a facility?

As at 10 October 2026, we have found none that is open. The grants of the Ville de Paris and Île-de-France Mobilités for adapted bikes are reserved for individuals. The Paris business grant covers the purchase of a cargo bike or cargo tricycle by certain businesses and associations, and only the City can say whether the Van Raam VeloPlus falls within it. The Région Île-de-France has two schemes that do not mention the bike but can be asked about, and equipment is excluded from the 2026 investment aid calls for facilities for older people and for people with disabilities.

Does Wander finance these bikes or negotiate their financing?

No. Wander Fleet acts as an indicateur within the meaning of point 2° of article R. 519-2 of the code monétaire et financier, outside any ORIAS registration. We do not finance, do not negotiate, do not distribute credit and send no lease payment costing to any given client. The binding costing, the term, the guarantees and the acceptance of the file are matters for the établissement financier alone, a société de crédit-bail separate from Wander. No financing contract has been signed to date, and we therefore claim no partnership.

Have the equipment for your outings studied

Tell us about the people you support, the outings you want to organise and your premises. We send you a study of usage and equipment: the model or models suited, their configuration and their support accessories. If you are considering a crédit-bail, we then point you to sociétés de crédit-bail or, at your request, pass your contact details to one of them, without being a party to the financing. The financial terms, including any lease payment amount, are communicated to you directly by the établissement financeur you select: Wander neither sets them nor passes them on.

Our study is neither an offer, nor a proposal, nor a promise of financing. The terms are set by the établissement financeur, subject to acceptance of the file.
